CSC Container Safety Inspection for Depots
A CSC inspection is the structural safety examination required by the International Convention for Safe Containers (CSC, 1972) to keep a container approved for international transport. At a depot gate it comes down to two checks: a legible CSC Safety Approval Plate, and a current examination status shown either as a next-examination date or as an ACEP marking near the plate.
A container safety compliance inspection is a mandatory structural and documentary assessment required under the 1972 Convention for Safe Containers (CSC).aspx), administered by the International Maritime Organization (IMO), to confirm that containers in international transport meet uniform strength and safety standards. For depot operators, the immediate action is simple: verify a valid CSC Safety Approval Plate is affixed and that proof of an Approved Continuous Examination Programme (ACEP) or Periodic Examination Scheme (PES) is on hand before the container moves.
Three checks that prevent detention at U.S. gates:
- CSC Safety Approval Plate is present, legible, and shows a current re-exam date or ACEP marking
- ACEP documentation or PES re-exam date is available and within the required interval
- No visible major structural defects (bent corner castings, missing locking rods, severe corrosion through the floor or walls)
What is a CSC inspection, and why does it exist?
The CSC was adopted in 1972 precisely because countries were applying different national safety rules to the same containers crossing their borders. The IMO's core objective.aspx) was to replace that patchwork with one international standard and a principle of reciprocal acceptance: a container plated by one Contracting Party should be accepted by others without additional structural checks. That principle is what makes global container logistics function at scale.
In the United States, enforcement at ports and depots draws on CSC obligations alongside domestic transport safety rules. U.S. gate inspections often use a "tailgate" approach, focusing initial checks on door sills and entry points, with container markings and documents reviewed immediately at the gate. Having documentation ready before the container arrives is the single most effective way to avoid a time-consuming full inspection.
CSC Annex III, added via resolution MSC.310(88), gave authorized officers specific control and verification measures for structurally sensitive components and clearer guidance on when a container must be taken out of service. Depots operating in the U.S. need to know both layers: the international CSC framework and the practical gate expectations of U.S. port authorities.
ACEP vs. PES: which inspection program applies to your containers?
The CSC requires a container's first examination within a set number of years after manufacture, with subsequent re-examinations at intervals not exceeding a prescribed period, unless an ACEP is in place.
ACEP (Approved Continuous Examination Programme): An owner-operated program where containers are examined continuously as part of normal depot operations, rather than at fixed calendar intervals. The container carries an ACEP marking on or near the CSC plate.
PES (Periodic Examination Scheme): A calendar-based program where the next re-exam date is marked directly on the container. If that date has passed, the container is non-compliant until re-examined.
| Feature | ACEP | PES |
|---|---|---|
| Exam trigger | Operational events (on-hire, off-hire, repair) | Fixed calendar date |
| Container marking | ACEP legend on/near CSC plate | Re-exam date (month/year) on container |
| Audit requirement | Program approval + examination records | Dated exam certificates |
| Re-exam interval | Continuous (no fixed date) | Not exceeding the prescribed interval |
Auditors prioritize evidence of an ACEP or PES program over a single physical snapshot because ongoing programs demonstrate continual owner commitment to safety. A frequent depot failure is confusing the two: staff accept a container without confirming whether the ACEP mark or PES re-exam date is current.
Pro Tip: At the gate, look at line 9 of the CSC plate first. It will either show an ACEP legend or a re-exam date. If neither is present and legible, flag the container before it enters the yard.
CSC inspection checklist: gate-in quick check and yard exam
Use this sequence for every container inspection checklist workflow, from gate arrival through parked detailed exam.
Gate quick-check (documentation + major visible defects):
- CSC Safety Approval Plate — present, legible, and showing a valid ACEP mark or future re-exam date
- ACEP/PES evidence — owner documentation confirms program status
- Corner castings — no cracks, fractures, or deformation that would prevent safe lifting or stacking
- Door condition — both doors present (a removed door is a modification requiring re-approval), locking rods intact, seals functional
- Visible structural deformation — no severe bowing of side rails, roof bows, or floor cross-members visible from outside
Parked detailed exam:
- Frame and welds — check all four corner posts, top and bottom rails for cracks or unauthorized repairs
- Floor — no holes, soft spots, or rot; forklift damage assessed against UCIRC criteria to determine repair necessity
- Roof panels — dents, holes, or separation from roof bows noted
- Lifting fittings — all four top corner fittings must accept a standard twistlock without play
- Corrosion — surface rust is acceptable; through-corrosion on structural members is an out-of-service defect
- Dangerous modifications — any alteration not reflected on the CSC plate (extra cutouts, reinforcement welds not to standard) triggers rejection
Photo evidence protocol:
- Photograph each defect with the container ID and date visible in frame
- Label files:
[ContainerID]_[DefectCode]_[YYYYMMDD] - Capture the CSC plate in full as part of every inspection record
Why a risk assessment must come before any container entry
IMO guidance is direct: a formal risk assessment is required before entering any cargo transport unit (CTU), and inspections must be conducted in designated safe areas. This is not a formality. Inspectors have been injured by residual cargo, oxygen-depleted atmospheres, and containers that shifted during examination.
Minimum risk assessment items before entry:
- Check placards and shipping documents for dangerous goods declarations
- Confirm ventilation is adequate before opening doors (do not stand directly in the door opening)
- Verify the container is chocked and stable on level ground
- Confirm no cargo is stacked against the doors before opening
- Apply the buddy system: no solo entry into any enclosed CTU
For containers carrying or suspected of carrying dangerous goods, MSC.1/Circ.1442 recommends risk-targeted inspection with documented procedures. Confirm IMDG placards and documentation before any door is opened.
Pro Tip: Post a laminated gate-side risk checklist at each inspection bay. Five questions, thirty seconds, answered before any door opens. That single habit covers the most common inspection accidents.
Documentation, recordkeeping, and the case for going digital
Accurate, timestamped documentation is not optional. Auditors and carriers depend on a complete paper trail to confirm compliance at every handover point. Missing a single record can turn a routine audit into a detention event.
Required record elements for every inspection:
- CSC plate details (country of approval, approval reference, manufacture date, re-exam date or ACEP mark)
- ACEP program documentation or PES certificate with exam date
- Inspector name and date of inspection
- Defects found, UCIRC classification, and repair decision
- Photos labeled by container ID and date
- Repairs performed, parts used, and re-inspection confirmation
At handover, these details sit alongside the Equipment Interchange Receipt (EIR).
Digitizing these workflows delivers concrete operational gains. Automated re-exam reminders prevent missed PES dates. Repair-workflow routing gets the right job to the right technician without a phone call. Inspection scheduling tied to ACEP intervals means no container slips through without a current record. EDI integration pushes inspection status to shipping line systems automatically, cutting manual data entry and the errors that come with it. For depots processing high volumes, container condition reporting built on a digital platform is the difference between a two-minute gate check and a twenty-minute paper hunt.
What happens when a container fails inspection?
The most common non-compliance findings at U.S. depots are missing or invalid CSC plates, severe structural defects (cracked corner castings, through-corrosion, unauthorized modifications), and absent ACEP/PES proof. Each requires an immediate, documented response.
Inspection programs must include documented controls for issuing deficiency reports and placing CTUs out of service, with follow-up processes for repair and re-examination.
Immediate response steps:
- Mark the container "OUT OF SERVICE" physically and in your yard management system
- Quarantine in a designated hold area, away from active gate lanes (see empty container hold and release)
- Notify the container owner or shipping line in writing, referencing the specific deficiency
- Route to the repair workshop with a written work order citing the defect and UCIRC classification (see container repair workflow)
- Schedule re-inspection after repair is complete and documented
- Update all records before the container is released

FAQ
What is a CSC inspection?
A CSC inspection is the structural safety examination required under the International Convention for Safe Containers (CSC, 1972) to keep a container approved for international transport. At a depot it means checking the CSC Safety Approval Plate, the examination status and visible structural damage before the container is accepted or released.
How often does a container need a CSC examination?
Under a periodic examination scheme, the first examination is due within five years of manufacture and then at intervals of no more than 30 months, with the next date marked on or near the plate. Containers under an approved continuous examination programme (ACEP) are instead examined at operational events such as on-hire, off-hire and major repair, and carry an ACEP marking near the plate. In the U.S., these rules sit in 49 CFR Part 452, enforced by the U.S. Coast Guard.
Who is responsible for CSC compliance, the depot or the container owner?
The container owner, usually the shipping line or lessor, is responsible for having the container examined, correcting safety deficiencies before it returns to service, and keeping the records. Depots often carry out the examinations for the owner, for example at gate-in or before a repair, and must record what they found.
What should a depot do if the CSC plate is missing, unreadable or past its examination date?
Record it at gate-in with photos, put the container on hold so it cannot be released, notify the owner or line in writing, and route it for examination or repair as instructed. Release it only after the record is updated. In ContainerHub, inspections are recorded with damage coding, photos and signatures, and holds reflect inspection outcomes.
The part most depot operators get wrong
The compliance framework for container inspections is well-documented. What trips up depots in practice is not ignorance of the CSC — it is the gap between knowing the rules and executing them consistently at volume.
The ACEP/PES confusion is the most common failure point. Depots accept containers at the gate without confirming whether the ACEP mark is current or the PES re-exam date has passed, because the check feels redundant when the container looks fine externally. It is not redundant. A structurally sound container with an expired PES date is a non-compliant container, and the liability sits with whoever accepted it.
The second underestimated issue is photo documentation. Depots that photograph defects but do not label files consistently end up with thousands of images that cannot be matched to a container or a date during an audit. The labeling convention matters as much as taking the photo.
Balancing asset life against safety-driven repairs is where UCIRC criteria earn their keep. Not every dent is a safety defect. Using objective damage criteria consistently reduces disputes at interchange and keeps repair spend proportionate to actual risk. The depots that manage this well are the ones with a digital record of every decision, not just the repairs that got done.
How Containerhub helps depots stay inspection-ready
Depot operators who replace paper-based inspection forms with a digital workflow see faster gate processing and cleaner audit trails from day one. Containerhub's container inspection software puts digital inspection forms, photo capture, defect coding, and re-exam scheduling in one platform, so nothing falls through the cracks between gate check and repair bay.
The platform routes repair jobs automatically, sends re-exam reminders before PES dates expire, and pushes inspection status to shipping line systems via EDI. For depots managing ACEP programs, every examination event is logged with a timestamp and inspector ID, giving auditors exactly what they need without a manual search. If your team is still chasing paper forms at the gate, Containerhub's depot management platform is worth a closer look.
